The Llano City Council voted on Monday to terminate the groundwater rights agreement between the city and William F. Leverett. Following a closed session to discuss the matter with an attorney, the council passed the motion 4-1, with Gail Lang voting against it. In addition to terminating the agreement, the city will pay Leverett a one-time payment of $30,000.
