Before Harvey ever made its first landfall on the Texas coast, I remember having a conversation with a friend and discussing some of the problems with a hurricane striking the upper Texas coast. As we've seen, its flat topography makes the area susceptible to flooding, even when weaker systems move through the area. What concerned me was the heavy concentration of ports and refineries in the area from Corpus Christi up to Beaumont.
