Finding A Fair Path Together... In 1949, the Federal Communications Commission (FCC), at the urging of Congress, enacted The Fairness Doctrine. The reasoning was that, because of the scarcity of available radio spectrum (later to include broadcast television), owners of those licenses had an obligation to to provide fair and balanced coverage of topics they covered in their news and entertainment presentations.
