Citizens packed Llano City Hall on Monday night to ask the council for help in stopping a concrete batch plant from locating near the city limits. At issue is a proposed concrete batch plant to be located just west of Llano off Hwy. 29. Ingram Concrete, LLC, of Brownwood has filed a proposed air quality registration with the Texas Commission on Environmental Quality to build a plant at that location.
