Response to Landfill Questions Two weeks ago in this paper’s Commissioner’s Comments Commissioner Sue Pledger put forth the idea that the City consider constructing a Level 5 landfill as opposed to a Level 1. There is a considerable difference in a level 1 andlevel5. Level 1 is a fully owned and operated facility, whereas level 5 is nothing more than a transfer station.
