P&Z gives nod to PDD for Los Altos Subdivision, sends to city council

The June Planning and Zoning Meeting was called to order by Susan Moore, chair, at 6:35 p.m. on June 1 with commissioners: Trey Priour, Mike Green, R.K. Seals, Loris Perkins and Christine Anderson present. The meeting was held at the Byars Building but also live broadcasted through MyMeeting.

Moore encouraged all Blanco citizens to participate in and attend the P&Z meetings. There were no public comments.

The public hearing regarding the Planned Development District (PDD) for the Los Altos Subdivision was opened at 6:37 p.m.; there were no public comments so it concluded at 6:38 p.m.

Afterward the public hearing concluded, a lengthy discussion was held by the commissioners regarding the subdivision. Hugo Elizondo, developer, provided a background of the subdivision project and answered questions and concerns. The tract is located between 11th Street and 12th Street and Mesquite Street and Greenlawn Parkway. It will include 22 single family homes each with a detached carport.

There will be zero lot lines and the lots will be narrow. Street parking will not be allowed. This will be a master planned community and have a HOA established to maintain and monitor the subdivision. Several infrastructure elements will be taken care of including constructing a new 12th Street (from Greenlawn Parkway to Cedar Street), extending wastewater lines, and extending a new water main.

Green expressed concerns about the traffic on Mesquite Street and the safety for the school children. The city would be in charge of creating a crosswalk for the students to get to the elementary school and Blanco ISD would pay for a crossing guard; the school and city are working together to make sure students are safe. Creating one-way streets and adding more all-way stop signs on Mesquite were suggested.

Seals requested more information on the street plan be provided in the PDD and had concerns on the tree plan. There will be a tree survey for each lot.

After a long discussion, Seals moved to approve of the Los Altos Subdivision project with the recommendations discussed and Priour seconded. P&Z’s recommendations will be given to the city council who has the final say in the project. These recommendations include: specifically addressing streets in the PDD, addressing traffic possibilities including possibly one way streets, and a two trees per lot requirement. The motion carried 5 to 1 with Green opposing.

The minutes from the May 4 meeting were approved. With the departure of David Smith, there is a vacant seat of the P&Z Commission; several applicants expressed interest in the position, however, only two were considered because the open seat needed to be filled by a citizen living inside the city limits. The commissioners recommended Rachel Lumpee for the vacant position to city council. The meeting was adjourned at 8:13 p.m.
